On the occasion of the 4th Meeting of the Educational Subcommittee of the China-Ukraine Intergovernmental Commission, adhering to the principles of "lasting friendship, practical cooperation, open education, and mutual benefit", the China-Ukraine University Alliance is officially established to promote and deepen exchanges and cooperation between China and Ukraine in the field of higher education. At the 2021 International Conference on the Cooperation and Integration of Industry, Education, Research, and Application, a total of 141 universities from both sides gathered in Dalian and officially launched the following initiatives:
1. Setting up China-Ukraine Cooperatively-Run Institutes
We propose “1+N” mode of cooperation between one Chinese university and several Ukrainian universities be established to group top disciplines of both sides and invite high-level teaching and research teams from Ukraine to China so as to guarantee the cultivation of high-quality talents in this educational cooperation.
2. Setting up Ukraine-China Cooperatively-Run Institutes
We propose Ukraine-China cooperatively-run institutes be set up in Ukraine. China could send high-level teaching and research teams to Ukraine to carry out teaching and cooperative research, and set up joint laboratories, attracting high-quality Ukrainian students and jointly cultivating high-level and international talents.
3. Establishing the Mode of Dual Employment of Teachers
We propose a special fund be set up for Chinese and Ukrainian universities to jointly hire teachers, in support of dual recruitment of co-supervisors to collaborate in scientific research and graduate student supervision.
4. Promoting Long-term Exchanges of the Teachers and the Students between China and Ukraine
We propose a special support plan be set up to fund the members of the scientific research teams from China and Ukraine, including professors, associate professors, lecturers, postdocs and postgraduates, to go to the other side for cooperation and exchange in a much more planned, institutionalized and organized manner.
5. Promoting Short-term Exchange Visits of the Students between China and Ukraine
We propose China-Ukraine campus fund programs be set up to sponsor Chinese and Ukrainian students for short-term exchange visits so as to enhance mutual understanding and trust and cultivate China-Ukraine friendly people for the future by scientific research, student exchanges, cultural experience, etc.
6. Promoting China-Ukraine Cooperation in Online Education
We propose the mode of China-Ukraine cooperation in scientific research and talent cultivation be innovated by taking advantage of online lectures, distant courses, and online conferences in light of the new situation of the international cooperation in higher education.
The friendly exchange between China and Ukraine is long-standing and well-established. We hereby solemnly propose that we make concerted efforts and conduct full cooperation on the openness and cooperation of China-Ukraine higher education and long-lasting friendship between China and Ukraine, so as to sow the seeds of friendship, promote peace and development, pursue ever-lasting friendship, and write a new chapter for the bright future of the two countries.
